Bed configuration sets the room count
Room count follows bed mix. A 24 person party in two bed rooms needs 12 rooms. The same party in single rooms needs 24 rooms. Across 36 room nights, that gap decides the budget.
Coaches, transit and the zone toll
The Congestion Relief Zone covers the local streets and avenues of Manhattan south of and including 60 Street. The FDR Drive, the West Side Highway and Route 9A, and the Hugh L. Carey Tunnel connections to West Street sit outside the zone. Vehicles entering the zone are tolled by vehicle class. The West 40th Street and Ann Street addresses above sit inside the zone. The Brooklyn and Long Island City addresses sit outside it.
The MTA subway and local bus fare is $3.00 for each ride. A round trip costs $6.00 for each rider, so thirty riders pay $180.00. The 7 day fare cap is $35 for each payment method. From JFK, the AirTrain to Jamaica or Howard Beach costs $8.75 one way.
Hold the property to a room night figure
Count in room nights. Twelve rooms for three nights is 36 room nights. The 2025 citywide average daily rate was $333.71, a benchmark in the Comptroller's report. At that benchmark, 36 room nights produce $12,013.56 in room revenue.
The tax stack runs on top of the rent. New York City charges a 5.875 percent room occupancy tax, which is $705.80 on that rent. The city adds a $2.00 charge for each room and each day of the stay, which is $72.00 across 36 room nights. The state adds a $1.50 unit fee for each day, which is $54.00. Sales tax at 8.875 percent comes to $1,066.20. The all in figure is $13,911.56, or $579.65 for each of 24 travellers.
The $2.00 city charge applies on rent of $40 or more per room per day, so a low room rate changes the fixed side. Confirm the figures with the property at the time of the request.
